Fed Mouthpiece: The Fed has shifted to a tightening cycle, which is exactly when "forward guidance" comes into play.

Fed's mouthpiece Nick Timiraos wrote that when Walsh took office, the Federal Reserve was shifting into a tightening cycle. Historically, such periods are when forward guidance plays a key role. Forward guidance is commonly believed to have originated during the 2008-2009 period and the subsequent ultra-loose monetary policy era, as the Fed heavily relied on this tool when interest rates hit the "zero lower bound". In reality, however, forward guidance dates back to 1999, when Fed officials sought to reverse the 1998 rate cuts while avoiding a repeat of the 1994 rate hike—when insufficient communication caught markets off guard. As a result, in May 1999, the Fed made its first attempt to issue a policy statement after a meeting where interest rates were held steady; prior to this, the Fed only released statements following rate-adjusting meetings. Six weeks later, the Fed raised rates. Minutes from the May 1999 meeting show officials were well aware of the high likelihood of a rate hike and aimed to guide market expectations, as they did not want markets to misinterpret their policy intentions.
