Regulated Major Exchanges Ditching Self-Built Chains? Kraken Reportedly Testing Hyperliquid’s Permissioned HIP-3, Community Debates Practical Pathways for Crypto Infrastructure

Hyperliquid’s testnet has recently added compliance operation control features including whitelisting, forced liquidation, and collateral transfer. A node named "Kraken HIP-3 test DEX" has activated these permissioned features, whitelisted 10 wallets, and registered the "Kraken Exchange Validator". While the testnet supports permissionless deployment and full attribution cannot be confirmed, combined with Kraken parent company Payward’s licensing arrangements for xStocks and U.S. derivatives, the community widely interprets this as likely the first major compliant CEX to seriously adapt to Hyperliquid’s permissioned HIP-3 framework. What has sparked even more discussion is the contrast here: Kraken itself has incubated its own Ethereum Layer 2 "Ink", yet it chose to test compliance modules on Hyperliquid, a high-performance perpetual infrastructure long viewed as "not fully compliant". Analysts believe this is not a simple "abandonment of its own chain", but a pragmatic choice: the HIP-3+Star optional modules allow CEXs to quickly access verified order book and margin systems while retaining control over KYC and account-level risk control. Hyperliquid is being repositioned as a neutral underlying trading infrastructure, where permissioned and permissionless layers coexist in isolation. Whoever integrates the compliance modules will gain access to institutional liquidity in the next phase. This remains in the testing stage, with neither side having made an official announcement.

Trump denies instructing Bessent to intervene in the bond market, stating that solving the $40 trillion US debt problem depends on growth.

U.S. President Donald Trump responded to the news that the U.S. national debt has exceeded $40 trillion, stating that the issue "has been around for 35 years" and resolving the debt relies on "growth," adding that the U.S. is currently achieving "very strong growth" that will make it "very easy" to address the problem. When asked whether he had asked U.S. Treasury Secretary Bessent to intervene in the bond market, Trump denied the claim, saying "not at all." Trump called Bessent a "very capable person," noting that it was Bessent who wished to take relevant actions, and added that Bessent has "a good instinct for bonds and interest rates." When asked if he had discussed further intervention measures with Bessent after U.S. Treasury yields rose, Trump replied: "The ultimate intervention tool is our military. We will act when necessary."

According to CNBC, Anthropic is expected to list public negative sentiment toward artificial intelligence (AI) and data centers as a risk factor in its upcoming IPO prospectus, set to be released in the coming weeks. Per sources familiar with the matter, Anthropic has recently held pre-IPO "market sounding" meetings with bankers and investors, where key investor concerns focus on competitive pressure, the impact of open-source models on profit margins, and potential risks from a slowdown in data center construction. The AI firm is gearing up for a major IPO, but growing U.S. public anxiety over AI-driven job displacement and data center expansion is emerging as a new challenge to its listing plans. Anthropic previously achieved an annualized revenue run rate of more than $65 billion.
