Binance France will close all accounts by the end of the year.

Binance France will close all customer accounts by December 31, 2026, and will start levying a monthly management fee on accounts holding assets from November 29. The fee equals the higher of 0.025% of the account balance or 10 USDC, deducted first from USDC balances, with any shortfall covered by other crypto assets. Binance France has notified users that accounts failing to withdraw assets before the closure date may be deemed inactive, and their assets may be converted, transferred, or otherwise processed in accordance with the platform’s terms of service. Accounts that withdraw all assets before November 29 will not be charged the aforementioned fees. Earlier reports noted that MiCA regulations will take full effect after the transition period ending June 30/July 1, 2026. He Yi responds to transfer-related rights protection cases: There is no UID collision. Users mistyped UIDs when transferring funds across platforms, and the platform has frozen the funds while maintaining continuous contact with the recipients.

In response to a community user’s post alleging Binance has UID collisions, a lost 11,398.77 USDT transfer, and the platform refusing to cooperate with law enforcement, Binance co-founder He Yi stated that each Binance user has only one unique UID, so UID collisions do not exist. He Yi explained that the user intended to transfer funds from Binance to Binance Thailand. Under normal circumstances, cross-platform transfers should use addresses or QR codes, but the user directly entered a UID during the transfer. Despite the platform’s secondary confirmation step, the user completed the transfer without careful verification. After discovering the mistake, the user contacted He Yi immediately. She and four staff members intervened promptly and froze the relevant funds right away. He Yi noted that the recipient is not a criminal, but a user who received the mistakenly transferred funds. The recipient is currently inactive, and the Binance team has attempted to contact them multiple times without response. If the recipient insists on not returning the funds, the platform can only mediate through customer service. He Yi also pointed out that the user filed a police report in Thailand, demanding that Binance’s main site directly allocate assets of a user in another country, which does not comply with local law enforcement procedures. The user should instead report to law enforcement agencies in the recipient’s country. He Yi added that the team has previously assisted in handling large-scale mistaken transfer incidents and facilitated settlements through negotiation, and will continue to contact the recipient going forward. He Yi concluded by reminding users that local fiat trading platforms such as Binance Turkey, Binance Thailand, and Binance US are independent platforms and do not share account systems. Users should carefully verify addresses and UIDs when conducting cross-platform transfers or withdrawals.

Binance founder CZ retweeted a warning about a critical Microsoft Paint vulnerability, stating: "Applications cannot protect you from operating system vulnerabilities—update your OS immediately." According to reports, Microsoft has disclosed the Windows Paint vulnerability tracked as CVE-2026-83844, which carries a CVSS score of 8.1 and affects Microsoft Paint versions older than 11.2605.91.0. The flaw stems from an out-of-bounds read issue, which could allow unauthenticated attackers to remotely execute malicious code without user interaction. Microsoft has released a security patch, and there are currently no confirmed reports of active exploitation of the vulnerability. CZ used this occasion to remind users that application-layer security measures cannot replace operating system security updates, urging them to promptly install system and software patches.
