OpenAI plans to launch a series of policy initiatives after the U.S. midterm elections to strengthen its regulatory framework for artificial intelligence.

OpenAI plans to roll out a series of policy initiatives and public relations campaigns immediately after the U.S. midterm elections on November 3, to adapt to potential shifts in Washington’s political landscape and shape the artificial intelligence (AI) policy debate in the 2028 presidential election. Chris Lehane, OpenAI’s Chief Global Affairs Officer, noted that the company has been preparing related policy proposals since August, which are set to launch during Congress’ “lame duck” session starting November 9. Specific measures include: advocating for mandatory safety safeguards for the most advanced AI systems, establishing “speed limits” for AI development to ensure human oversight; easing barriers to data center construction via community partnership agreements and state-level legislative proposals, and repositioning new data facilities as “AI computing power parks”; expanding AI education, training and employment support to help workers navigate technological changes; and pushing for U.S.-led global AI standard-setting rooted in democratic values. Lehane views AI as a core issue in the 2028 U.S. presidential election.

The White House has formulated a response plan following the Democrats' takeover of Congress, and intends to advance its agenda by bypassing Congress.

According to Reuters, a White House official and two sources familiar with the matter said the White House has for months been preparing for a potential Democratic takeover of Congress, drawing up plans to advance key parts of its agenda via executive power, while also preparing for congressional investigations into the Trump administration. Three sources said that since April, senior officials including White House Deputy Chief of Staff Stephen Miller and Budget Director Russell Vought have been working with the White House Counsel’s Office to review and identify executive actions Trump can take without congressional approval, covering areas such as immigration, tariffs, housing costs and federal spending. The White House official added that White House Counsel Will Scharf and his team are also studying which actions Trump can legally take on his own, where he may cross the bounds of his authority, and how to defend those decisions in court. Over the past month, Trump has been holding rallies across the country, seeking to retain Republican control of Congress. Meanwhile, his aides have reportedly begun privately preparing for a vastly different political landscape that could take shape in 2027.
