Meta announced plans to introduce new non-voting shares, a move signaling the company may heavily rely on new stock issuances to fund its artificial intelligence (AI) buildout. The plan would allow Meta to issue new shares for acquisitions, hiring top AI talent, and covering chip costs, without diluting Mark Zuckerberg’s control. Alphabet took a similar step in 2014, implementing a 1-for-2 stock split that introduced non-voting shares alongside its super-voting stock, keeping combined control of co-founders Larry Page and Sergey Brin at just over 50%. This flexibility enabled Alphabet to easily issue $85 billion in new shares earlier this year to fund AI investments, with half of those shares being non-voting. The decision stems from "heavy capex tied to AI research". Earnings data shows Meta raised its capex guidance from a low of $130 billion to $135 billion, with a high of $145 billion. Third-quarter capex exceeded $40 billion, compared to less than $19 billion in the year-ago period, while free cash flow stood at -$2.12 billion, versus $10.63 billion in the same quarter last year.

According to official announcements, the Sui Foundation and DATA Foundation announced on October 12 that the Sui Foundation will invest $30 million in DATA Network (formerly Story) and become the network’s largest institutional holder. Per the announcement, DATA Network will upgrade to a protocol natively running on Sui, with its existing independent chain set to be retired after the upgrade is completed. DATA tokens will undergo a 1:1 migration, and holders’ economic rights and governance rights will remain at least equivalent to their current levels; arrangements for locked and vesting tokens will stay unchanged. The announcement also noted that Walrus will become the default storage layer for applications under DATA Foundation, and the Trace registry system will integrate into the Sui ecosystem. DATA Network will continue operating until the upgrade is finalized, with a detailed timeline and holder transition plan to be released ahead of the upgrade.

The PHP Foundation stated that due to indecision and insufficient resources, the fix for a critical security vulnerability first discovered in 2024 has repeatedly stalled and restarted, labeling the delay a "structural mistake". PHP is a widely used programming language for websites and web applications. The foundation has released emergency patches for two related critical vulnerabilities. Unauthenticated attackers could exploit these flaws to execute code on affected servers without logging in. Some government websites or online services in the Netherlands, Finland, France, Germany, and Australia were temporarily taken offline to prepare for patch installation.

Cardano ecosystem protocol Genius Yield CTO Lars Brünjes announced on social media that the project is gradually winding down operations. To prevent user assets from being trapped, it has developed the open-source web application Genius Zero (MIT license), which allows users to directly interact with smart contracts in browsers to complete operations such as unstaking, without relying on Genius Yield’s backend. Reward collection still requires a multi-signature service run by Brünjes himself, and is limited to rewards that have already been funded on-chain. Existing DEX order book fees remain valid; modifications require signatures from three of the four founders, a change that has not yet been approved. Users are reminded never to input mnemonics or private keys on any websites.

The UK’s Financial Conduct Authority (FCA) has announced the launch of two consultation periods: one focused on how decentralized finance (DeFi) firms should comply with its guidelines, and the other on exemptions for certain crypto assets amid "recent legislative changes". In a Wednesday announcement, the FCA opened the consultation period aimed at helping DeFi firms comply with the regulator’s anti-money laundering (AML) and financial crime rules. The regulator also announced a consultation on "crypto asset regulatory exemptions", citing recent legislative developments in the UK. Regarding DeFi, the FCA stated that the proposed guidelines "aim to clarify existing rules rather than introduce new policies". "DeFi is one of the most innovative areas within financial services," the UK Cryptoasset Business Council said in response to the consultation. "The UK can still strike the right balance—clear boundary rules, proportionate expectations, and a framework that allows responsible innovation to take root here rather than migrate elsewhere... The FCA needs to handle this properly." The crypto asset regulatory exemptions refer to a regulatory framework previously announced by the FCA, covering stablecoin custody arrangements and reserve assets, which is set to take effect in October 2027. The FCA opened the application portal for crypto entities on September 30, and compliant firms seeking approval must submit their applications by the February 28, 2027 deadline.
