JPYC submits information to the Japan Fair Trade Commission regarding its JPY stablecoin payment incentives.

Japanese yen stablecoin issuer JPYC announced today that it submitted information to the Japan Fair Trade Commission on September 14, outlining the competitive landscape of cashless payments amid the growing adoption of stablecoin payments. Since its launch in October 2025, JPYC has been accepted at over 150 stores. As it enables direct value transfers via blockchain, it does not charge merchants merchant fees, resulting in significantly lower costs than existing cashless payment methods. Some stores aim to pass these cost savings to JPYC users, offering discounts, free shipping, and other perks, but worry this would violate credit card merchant agreements that prohibit surcharges, cash discounts, and inducements to use alternative payment methods. JPYC contends that accepting specific payment methods and setting pricing fall under merchants’ operational discretion, and passing on cost reductions to customers benefits both consumers and competition. The Japan Fair Trade Commission’s 2022 report also noted that blanket bans on such practices may in certain cases violate antitrust laws, a view that applies equally to stablecoin-related promotions.
