On April 30th: The U.S. District Court within the Western District of Texas delivered a final ruling. It was determined that the Office of Foreign Assets Control (OFAC) of the U.S. Department of the Treasury had acted unlawfully in imposing sanctions on Tornado Cash and had permanently prohibited the sanctioning of the mixer. This signified the conclusion of a two-year legal dispute, with the privacy protocol emerging victorious in the lawsuit settlement. Court documents reveal that although OFAC voluntarily removed Tornado Cash from the sanctions list in March 2024, Judge Robert Pitman indicated its potential intention to re-impose sanctions in the future and emphasized that "the ruling of the Fifth Circuit Court of Appeals must be adhered to." The six plaintiff lawyers in the case had accused OFAC of attempting to evade judicial review by means of technical maneuvers. It is worthy of note that the Tornado Cash developers, Roman Storm and Roman Semenov, still face criminal charges from the U.S. Department of Justice, with the latter still being on the OFAC sanctions list.
